Winter storm impact (26 counties) – DBO Proclamation

Extraordinary Situation Proclaimed in 26 California Counties

On February 28, 2019, Governor Gavin Newsom proclaimed a state of emergency in Amador, Glenn, Lake, Mendocino and Sonoma counties as a result of an atmospheric river storm system that swept across California causing flooding and damaging structures and infrastructure and threatening homes. On February 21, 2019, Governor Newsom proclaimed an emergency in Calaveras, El Dorado, Humboldt, Los Angeles, Marin, Mendocino, Modoc, Mono, Monterey, Orange, Riverside, San Bernardino, San Diego, San Mateo, Santa Barbara, Santa Clara, Shasta, Tehama, Trinity, Ventura and Yolo counties as a result of winter storms. Consequently, Commissioner of Business Oversight Jan Lynn Owen has determined that an extraordinary situation exists in these 26 counties and has issued a proclamation authorizing state-chartered banks to close any or all of their offices in affected areas until the Commissioner determines the extraordinary condition has ended.
