Dear Mr. _____________:

This is in further reference to the application for authority to organize and establish a corporation to engage in trust business at __________________, City of Sacramento, County of Sacramento, State of California, under the name “_____________________”.

As you know, the application was denied on June 12, 1974. Following the denial, you submitted additional materials in support of the application and requested that the Superintendent reconsider the denial of the application.

For the reasons explained in our letter of August 21, 1974, the Superintendent has no jurisdiction to alter or modify his denial of the application. Nevertheless, in an effort to be as fair as possible under the circumstances, the Superintendent informed you that he would review the additional materials and determine whether, if he had the additional materials in hand before deciding the application, he would have approved the application instead of denying it.

The additional materials that you submitted have now been reviewed, and we regret to inform you that the Superintendent has determined that, if he had had the additional materials in hand before deciding the application, he would still have denied the application.
